Positive moral culture is essential in elementary education, yet its implementation at SD Negeri 14 Sungai Raya still faces challenges in consistency of rules, guidance, and teacher role modeling. This study aimed to describe the formation of positive moral culture through six elements: principal leadership, school discipline, school community, democratic management, communication among adults, and attention to moral education. This study employed a descriptive qualitative approach involving the principal and a fourth-grade teacher. Data were collected through observation and interviews and analyzed through data reduction, data display, and conclusion drawing. The results showed that positive moral culture was implemented through role modeling, discipline habituation, positive interaction, deliberation, coordination, communication with parents, and moral guidance. However, consistency, systematic program planning, and continuous evaluation still need to be strengthened.
