Effectiveness of Digital Administrative Services at the Siantar Marimbun District Office

Purpose – This study analyzes the effectiveness of digital administrative services at the Siantar Marimbun District Office, Pematangsiantar City, using Richard M. Steers' organizational effectiveness indicators: goal achievement, adaptability, integration, and system maintenance. Design/Methods/Approach – The research used a qualitative methodology and a descriptive framework. Information was gathered via comprehensive interviews, direct observation, and examination of relevant documents. Participants included the District Secretary, administrative personnel, and community members who utilized the services. The analysis of the collected data followed the interactive model proposed by Miles, Huberman, and Saldaña, which encompasses data reduction, data presentation, and the formulation of conclusions. Data credibility was confirmed through the use of source triangulation. Findings – The findings indicate that digital administrative services at the Siantar Marimbun District Office have been implemented effectively. The implementation of the Dynamic Integrated Archival Information System (SRIKANDI) has accelerated administrative processes, improved document management, and enhanced public service quality. Employees have successfully adapted to information technology, supported by good coordination, effective communication, and adequate infrastructure. Research Implications/Limitations – From a managerial perspective, the implementation of SPBE at the regional/sub-district government level requires strengthening digital infrastructure, employee competencies, interdepartmental coordination, and continuous monitoring to ensure effective and sustainable digital administrative services. Although technical issues such as occasional internet network disruptions and application delays still occur, responsive management and coordination have prevented these limitations from significantly disrupting service delivery. Originality/Value – This research demonstrates how the integration of e-government through the SRIKANDI application in local district-level public administration fulfills organizational effectiveness criteria, providing practical insights for improving digital public service quality.
