Abstract

Regional development planning is a strategic process that determines the direction and quality of sustainable development. The West Java Regional Development Planning Agency (Bappeda) plays a central role in formulating integrated and participatory regional development policies and planning documents. This study aims to analyze the success of Bappeda West Java in formulating regional plans using the perspective of Henry Fayol's classical management theory, particularly the functions and principles of general management. The method used is a descriptive qualitative approach through literature study and analysis of planning documents and institutional practices of Bappeda West Java. The results of the study show that Bappeda West Java has systematically implemented Fayol's management functions, including forecasting, planning, organizing, commanding, coordinating, and actuating, which are reflected in the preparation of planning documents such as the RPJMD, RKPD, and other derivative documents. In addition, Fayol's management principles, such as division of labor, unity of direction, unity of command, centralization, discipline, and esprit de corps, are consistently applied in the organizational structure and work mechanisms of Bappeda. The discussion shows that the application of this classical management theory remains relevant in the context of modern bureaucracy and contributes to the effectiveness of regional development planning governance, including in addressing strategic issues such as stunting. The uniqueness of this article lies in the integration of classical management theory with empirical practices of regional development planning, which shows that Henry Fayol's principles are still applicable and adaptive in contemporary public organizations.
