Jangkang Village, located in Tiris Districtis one of the areas in Probolinggo Regency that faces difficulties in accessing clean water, especially during the rainy season when the springs become turbid. This study aims to examine the implementation of Law Number 17 of 2019 concerning Water Resources in the PAMSIMAS program and to identify the obstacles faced by the village government in its implementation. This research employs an empirical juridical method with a statute and socio-legal approach, using literature studies and interviews for data collection, and descriptive qualitative analysis. The findings indicate that the implementation of the PAMSIMAS program is in accordance with the prevailing regulations; however, there are challenges such as limited water storage facilities, insufficient human resources, and lack of community outreach. The implementation of the PAMSIMAS program in Jangkang Village has already been carried out, but has not yet been optimal in fulfilling the community’s right to sustainable clean water.
