BPJS Kesehatan of Dumai City, as the administrator of the National Health Insurance (JKN), currently faces service constraints due to a lack of public understanding regarding membership procedures, referral flows, and service utilization. Based on initial interviews with BPJS Kesehatan Dumai City officers, obstacles are still encountered in information services resulting from the public's limited understanding of service procedures and mechanisms. Therefore, this virtual service agent is expected to help the public obtain BPJS Kesehatan Dumai City service information in a more interactive, effective manner, easily accessible anytime and anywhere, and tailored to user needs.The data collection stages used in this study include observation, interviews, and literature review, while the system development method employed is the Waterfall model, which consists of system requirements analysis, system design, database design, frontend implementation, backend implementation, system integration, and system testing.The results of the system functionality testing using test scenarios demonstrated a 100% success rate. User satisfaction testing using a Likert scale questionnaire administered to 50 BPJS Kesehatan participants yielded an overall average score of 3.78 out of a 4.00 scale, which falls into the "Strongly Agree" category. The questionnaire instrument was declared valid and reliable, with a Cronbach's Alpha value of 0.685. The research results prove that the design of this 3D virtual agent is feasible and effective for use as a digital interactive socialization medium to optimize the accessibility of service information for BPJS Kesehatan Dumai City.
