Cigading 1 Port, operated by PT Krakatau Bandar Samudera, demonstrates good operational service performance; however, the utilization of its storage facilities remains suboptimal, as indicated by the low Shed Occupancy Ratio (SOR) and Yard Occupancy Ratio (YOR). This study aims to analyze the utilization levels of warehouses and storage yards, identify the factors contributing to low utilization, and formulate strategies to improve their utilization. The study employed quantitative and qualitative approaches through SOR and YOR calculations, a Fishbone Diagram, and SWOT analysis. The results show that the highest SOR was only 35%, while the YOR reached 7%, both of which were below the standards set by the Directorate General of Sea Transportation at 70% and 65%, respectively. Low utilization was influenced by competition, facility and accessibility conditions, human resource competencies, and suboptimal marketing, rather than limited capacity. The SWOT analysis positioned the facilities in Quadrant I with an SO strategy, focusing on strengthening human resources, implementing standard operating procedures, and utilizing external opportunities such as industrial area development and new commodities.
