Abstract

Ensuring equitable and inclusive public services for persons with disabilities remains a major challenge for public institutions, including law enforcement agencies. This study examines the implementation of inclusive public services for persons with disabilities within the jurisdiction of the Muara Enim District Police, Indonesia, using the perspectives of social equity and inclusive governance. A descriptive qualitative approach was employed through in-depth interviews, direct observations, and document analysis involving 12 purposively selected informants, comprising police leaders, service officers, and persons with disabilities. Data were analysed using the interactive model of Miles, Huberman, and SaldaƱa with source and method triangulation to enhance trustworthiness. The findings indicate that the Muara Enim District Police have demonstrated a strong institutional commitment to inclusive service delivery by providing disability-friendly facilities, implementing standard operating procedures, and prioritising services for persons with disabilities. However, implementation remains constrained by limited financial resources, uneven facility availability across police stations, and the absence of specialised disability support personnel. Despite these limitations, service users generally perceived the services as accessible and responsive. The study highlights that leadership commitment, organisational capacity, and sustained policy support are critical determinants of equitable police services. These findings contribute to strengthening social equity in public administration and provide practical recommendations for improving disability-inclusive policing through enhanced infrastructure, specialised personnel, continuous staff training, and sustainable budget allocation.
