Abstract

This study aims to analyze the innovation of birth certificate services through the KADO CAMER Program and to identify the factors that hinder its implementation. This study employed a descriptive qualitative method, with data collected through interviews, observations, and documentation. The research informants consisted of representatives from the Population and Civil Registration Office (Disdukcapil) of Pekanbaru City, partner health facilities, and community members who used the service. Data were analyzed using Rogers’ Innovation Attributes Theory, which includes Relative Advantage, Compatibility, Complexity, Trialability, and Observability. The results show that the KADO CAMER Program provides relative advantages in the form of greater convenience and time efficiency in processing population administration documents following childbirth. The outcomes of the innovation can be observed through increased utilization of the service, an expansion in the number of collaborating health facilities, increased ownership of population administration documents, and additional benefits received by the community through partner health facilities. Nevertheless, the implementation of the KADO CAMER Program still faces several obstacles. These include the suboptimal implementation and renewal of Cooperation Agreements (PKS) with some health facilities, rotation of service personnel requiring adjustments to the service system, limited human resources at the Population and Civil Registration Office, as well as network and server disruptions that affect the smooth delivery of services. Therefore, strengthening cooperation with health facilities, improving human resource capacity, optimizing information technology systems, and increasing public awareness of the program are necessary to ensure that the KADO CAMER Program can be implemented more optimally, effectively, and sustainably.
