<![CDATA[This study aims to systematically analyze judicial reasoning patterns in civil servant transfer disputes adjudicated by the Pengadilan Tata Usaha Negara (Administrative Court/PTUN) that indicate political dimensions and abuse of power. The research employs a Systematic Literature Review (SLR) of PTUN decisions from 2015–2025, combined with normative analysis based on Undang-Undang Nomor 5 Tahun 2014 tentang Aparatur Sipil Negara and Undang-Undang Nomor 30 Tahun 2014 tentang Administrasi Pemerintahan. The findings reveal that position transfers constitute the most dominant object of civil service disputes in the Administrative Court. In many cases, transfers are carried out through officials’ discretion that is formally lawful but substantively deviates from the purpose of authority, thus qualifying as detournement de pouvoir. PTUN judges assess not only procedural legality but also the purpose, rationality, and conformity of decisions with the merit system and the General Principles of Good Governance (AUPB). These findings demonstrate that PTUN decisions can be interpreted as indicators of political dimensions behind civil servant transfer policies, while also affirming the court’s role as a judicial control mechanism and legal protection for civil servants against arbitrary administrative actions.]]>
