This study designs and implements an integrated online recruitment platform utilizing the PAPI-Kostick psychometric assessment to facilitate objective candidate evaluation. To mitigate the risk of PII and CV leakage at the data-at-rest layer, the system enforces a multi-layered security architecture. Developed using the Incremental SDLC model, the system automates the scoring of 90 forced-choice items into 20 work behavior dimensions, which are visualized via interactive radar charts for HRD. Database security is achieved using selective AES-256-CBC encryption with dynamic key management based on HKDF. The authentication layer is reinforced via Bcrypt hashing and OTP-based Two-Factor Authentication (2FA). Performance is validated using Black-box and White-box testing, while usability is measured through User Acceptance Testing (UAT). The UAT results show a satisfaction rate of 91,38%, demonstrating that the platform is reliable, secure, and viable to support professional recruitment decisions without degrading system operational efficiency.
