This study aims to analyze the utilization of digital technology in the Fast Track Youngpreneur (FYP) Program and to identify the relationship between user factors, system factors, and the effectiveness of entrepreneurship program management in North Sumatra Province. The study also develops a conceptual model and managerial recommendations to improve the effectiveness of digital system implementation. This research employed a qualitative approach using a case study method. Data were collected through interviews with program participants, resource persons, and program managers, as well as through observation, documentation, and analysis of system-generated data. The data were analyzed thematically using the Technology Acceptance Model (TAM), SOSTAC, and STP as analytical frameworks. The findings indicate that the utilization of digital technology in the FYP Program has improved administrative efficiency and facilitated access to information. However, it has not yet optimally supported program monitoring and decision-making due to limitations in system integration and data management. The findings also reveal that the product curation process has not been fully integrated into the digital system, resulting in product management and assessment activities being conducted separately from the program’s main platform. The utilization of digital technology is influenced by both user factors and system factors, particularly digital literacy, human resource readiness, system integration, and feature accessibility. This study proposes a conceptual model demonstrating that the effectiveness of program management is influenced by the utilization of digital technology, which is supported by user factors and system factors. The managerial recommendations proposed include strengthening data integration, developing a monitoring dashboard, establishing Standard Operating Procedures (SOPs) for digital system utilization, and enhancing digital literacy.
