Abstract

Persons with disabilities remain insufficiently involved in disaster mitigation despite growing international commitments to disability-inclusive disaster governance. This study examines how government policies can enhance the meaningful participation of persons with disabilities in disaster mitigation and identifies the policy and institutional factors that influence such participation. A systematic literature review, combined with a bibliometric analysis, was conducted on articles indexed in the Scopus database published between 2015 and 2025. The literature was screened using predefined inclusion and exclusion criteria aligned with the PRISMA framework, and VOSviewer was used to identify publication trends, keyword relationships, and thematic patterns. From an initial 9,903 records, 933 studies met the eligibility criteria, and 44 studies were identified as directly relevant to government policies and the participation of persons with disabilities in disaster mitigation. The findings indicate that disability inclusion in disaster governance has received increasing scholarly attention, particularly after the COVID-19 pandemic. However, participation remains predominantly consultative and symbolic rather than substantive. Major barriers include limited accessibility of disaster information, weak institutional coordination, inadequate local government capacity, insufficient resources, and limited involvement of organizations of persons with disabilities in policy processes. The study highlights the need to move from a vulnerability-oriented approach toward a rights-based and participatory policy framework. Strengthening institutional capacity, accessible communication systems, cross-sectoral coordination, and the meaningful involvement of disability organizations is essential for developing more inclusive and effective disaster mitigation policies.
