The selection process of the Head of Karang Taruna in Kwitang Village is currently conducted manually without utilizing a data-driven system, resulting in decisions that tend to be subjective and insufficiently supported by objective analysis. To address this issue, this study designs and implements a web-based application to analyze and recommend prospective Heads of Karang Taruna using the K-Means Clustering algorithm. The algorithm is employed to group candidates based on several criteria, including participation, leadership, experience, discipline, communication skills, educational level, and age.The Agile methodology is applied throughout the system development process to enable iterative development and accommodate user requirements through continuous evaluation and feedback in each development cycle. The results indicate that the developed system is capable of generating clusters that represent the suitability level of each candidate for the leadership position. The implementation of the K-Means algorithm provides a more objective analysis compared to the conventional manual selection process.Furthermore, the web-based application effectively presents analytical results, accelerates decision-making, and improves accuracy and transparency in the selection process. Therefore, the proposed system is expected to support the development of more qualified leadership within youth organizations.
