This research is motivated by the occurrence of a tenurial conflict between the Banjar Lestari Village Forest Management Institution (Lembaga Pengelola Hutan Desa/LPHD) and the community in the Padu Banjar Village Forest Area, Simpang Hilir District, Kayong Utara Regency. The conflict arose due to differences in interests and perceptions regarding the control and utilization of the Village Forest area, particularly the clearing of land and planting of oil palm by some community members within the Village Forest area. The conflict was subsequently addressed through a non-litigation mechanism in the form of negotiation involving LPHD Banjar Lestari, the community, the Padu Banjar Village Government, and the Kayong Forest Management Unit (UPT KPH Wilayah Kayong). This research aims to examine the resolution of the tenurial conflict, the factors causing the conflict, the legal consequences of the conflict resolution, and the solutions undertaken to resolve the tenurial conflict between LPHD Banjar Lestari and the community. This research employs an empirical legal research method with a descriptive research approach. The data used consist of field data and literature data. Field data were obtained through interviews and questionnaires administered to parties involved in the conflict, namely the Kayong Forest Management Unit (UPT KPH Wilayah Kayong), LPHD Banjar Lestari, the Padu Banjar Village Government, and 10 community members who had been involved in the tenurial conflict. The data obtained were then analyzed descriptively to describe the conflict situation, the negotiation process, the community's responses to the conflict resolution, and the relationship between empirical findings and the legal provisions and theories applied in this research. The results show that the resolution of the tenurial conflict through negotiation has provided an opportunity for the parties to express their respective interests, opinions, and concerns. All respondents participated in the resolution process and were given the opportunity to express their views; therefore, procedurally, the negotiation process has functioned reasonably well. However, substantively, the conflict resolution has not been fully effective. This is reflected in the respondents' assessments of the outcome of the resolution, with 50% of respondents considering the outcome less successful, while issues concerning boundary certainty and the legal status of land control remain unresolved. The negotiation resulted, among other things, in an agreement that community members would not clear new land or plant oil palm within the Village Forest area, would collect evidence of land control or owners Keywords: Tenure Conflict, Village Forest, Negotiation, Justice, Legal Effectiveness.
