Abstract

Kata kunci: penyalahgunaan narkotika Golongan I; kriminologi; teori asosiasi diferensial; teori kontrol sosial; Kabupaten Ketapang. Severe criminal sanctions have not translated into a decline in narcotics cases in Ketapang Regency between 2023 and 2025, suggesting that the roots of the problem lie beyond the reach of a normative approach. This article examines why Class I narcotics abuse persists among local community members through the lens of Edwin H. Sutherland's Differential Association Theory and then designs a framework for addressing it. The study applies empirical legal research of a descriptive-qualitative character. Field material was gathered through in-depth interviews with investigators of the Ketapang Police Narcotics Unit, officers of the West Kalimantan Provincial National Narcotics Agency, and users and former users, supported by observation at vulnerable sites; informants were determined purposively, while the material was processed using the Miles, Huberman and Saldaña Interactive Model together with triangulation. The study finds that abuse operates as a product of learning within close peer circles, encompassing the inheritance of transaction techniques—Cash on Delivery and the dropping-point method—as well as justifications that render consumption unremarkable, with peer association emerging as the strongest cause. The study likewise demonstrates that the theory is inadequate on its own: it explains neither the origin of the permissive environment nor the resilience of certain individuals, and it overlooks the element of opportunity. These three shortcomings are closed by Anomie Theory, Social Control Theory, and a reading of the region's structural conditions. Neither ethnic origin nor religious affiliation determines the outcome; what restrains is the strength of family values and the depth of religious observance. Addressing the problem demands a sequence of pre-emptive, preventive, network-targeted repressive, and rehabilitative measures. Keywords: Class I narcotics abuse; criminology; differential association theory; social control theory; Ketapang Regency.
