This study discusses the legal analysis of the policy banning the use of plastic bags in street vendor (PKL) activities in Pontianak city, which is implemented through Mayor Regulation No. 06 of 2019 and Mayor Circular Letter No.43 of 2024, effective from January 1, 2025. This policy was created in response to the large amount of plastic waste generated by Pontianak every day (reaching 441.88 tons. Although this policy aims to protect the environment, it has so far had a negative economic impact on street vendors, for example, small traders who rely on cheap plastic bags to serve their customers. This study aims to analyze the impact of the plastic bag ban policy on street vendors in Pontianak from the perspective of economic law. The type of research used in this study is empirical normative research. The normative aspect examines written legal rules, while the empirical aspect looks at how these rules are implemented and their impact on society, particularly street vendors (PKL). Data were obtained through literature studies, interviews, and observation, and then analyzed qualitatively and descriptively to evaluate the alignment of policies with the Theory of Legal Protection and Legal Principles (Justice, Legal Certainty, and Benefit). The results of the study indicate that the implementation of the policy prohibiting the use of plastic bags for street vendors in Pontianak City has not been effective. This policy has positive impacts in the form of efforts to reduce plastic waste and protect the environment. However, on the other hand, the policy also creates negative impacts for street vendors, such as difficulties in finding alternative packaging because the prices tend to be more expensive. In addition, the low level of understanding among vendors indicates that the implementation of the policy is still not optimal Keywords: Plastic Bag Ban, Street Vendors, Environmental Protection, Public Policy.
