The rapid advancement of information and communication technology has accelerated digital transformation across various government sectors, including public service administration. One essential aspect of administrative governance is the management of visitor records. At the Dispermades Grobogan Regency, visitor registration is still performed manually. This conventional method presents several limitations, including vulnerability to data loss, physical deterioration of records and inefficiency in retrieving and recapitulating visitor information. Therefore, an innovative digital guest book system is required to electronically record visitor identities while enhancing security and visual documentation. The implementation of IoT technology, particularly through the ESP32-CAM module, enables automatic image capture during the visitor registration process, thereby providing visual evidence of each visit. Furthermore, the system is developed as a local web-based application, allowing it to operate independently of external internet connectivity. The integration of a local web-bassed digital guset book with ESP32-CAM is expected to modernize the visitor registration process at the Dispermades Grobogan Regency by improving its efficiency, realibility and security
