Mastery of digital logic concepts is a fundamental competency for electrical engineering education students. However, the limited availability of commercial laboratory hardware trainers has caused learning in the Digital Techniques course to be dominantly theoretical and software-simulated. This gap makes it difficult for students to understand physical wiring, input-output (I/O) identification, and troubleshooting procedures. This study aims to design, develop, and test the functional validity of DIGILOGIC, an open-source PLC Outseal-based digital logic trainer kit programmed via Outseal Studio software. The research method applied is Research and Development (R&D) using the ADDIE model (Analysis, Design, Development, Implementation, Evaluation), reported up to the development phase. The results demonstrated 100% physical completion of the trainer hardware, which integrates an Outseal Mega V.3 PLC, NO/NC push buttons, pilot lamps, a digital DC voltmeter, and industrial banana jack terminals on a custom acrylic panel. In addition, an 85% drafted practical jobsheet covering fundamental gates, self-holding circuits, timers, and counters was established. Internal laboratory testing proved that the hardware exhibits 100% accuracy in Boolean logic response and high voltage stability. DIGILOGIC serves as an economical, reproducible, and effective practical instructional media.
