This study aims to analyze the educational content strategies and the effectiveness of two-way public communication employed by the Wonogiri Regency Population and Civil Registration Agency (Disdukcapil) in reducing public cognitive friction regarding population administration services. A descriptive qualitative approach was applied, utilizing a dataset of 36 official posts from the @dukcapilwonogiri Instagram account (24 infographics/posters and 12 short Reels videos) from January to June 2026, alongside structured interviews with the agency's Head of Public Relations Sub-division and Social Media Administrator. The findings indicate that the 'SINAUSIKLO' (Wonogiri Population Administration Information and Education System) program and the '#MINDUK Tanya Ahlinya' (#MINDUK Ask the Expert) initiative effectively reduced bureaucratic complexity through a combination of persuasive visual rhetoric, approachable typography, and an inclusive touch of the local Javanese dialect—specifically the word 'Sinau' (to learn). An interaction analysis of 30 sampled citizen comments identified indicators of two-way communication, with an administrator response rate of 83.3% and an average response time of 2.4 hours. However, the prevailing public communication pattern remained predominantly 'two-way asymmetrical' (focused merely on answering technical procedural questions). It is recommended that Disdukcapil Wonogiri establish a Standard Operating Procedure (SOP) mandating a maximum response time of 24 hours and transform its digital channels toward a 'two-way symmetrical' model to better incorporate public input for system improvements.
