Abstract

Coal mining remains strategically important for energy and economic development. Yet, Indonesia's Law No. 3 of 2020 recentralized mining authority, leaving local governments responsible for its environmental consequences without the enforcement authority previously held to address them. Prior research examines government responsibility, authority recentralization, and weak field-level supervision separately, without linking them to explain how authority redistribution reshapes local implementation capacity the gap this study addresses. Using George C. Edward III's policy implementation framework, this study analyzes environmental management policy implementation in Berau Regency, East Kalimantan, through a descriptive qualitative approach based on 100 online news documents (2020-2025). Documents were coded in NVivo using a deductive-inductive framework built around four governance indicators: supervision, permitting, environmental impact, and conflict, cross-tabulated against government, companies, and communities via Matrix Coding Query, then interpreted through Edward III's four dimensions. A supplementary VOSviewer mapping of 1,500 Scopus articles corroborated the research gap, not the primary analysis. Findings show government-linked coding concentrated in supervision (25%) and permitting (30%) without corresponding enforcement effectiveness. In comparison, communities and companies dominate environmental-impact (28%, 27%) and conflict coding (26% each), with the government lowest (20%) in conflict mediation. These patterns reflect resource, communication, and disposition constraints within a bureaucratic structure where the Regency Government lost permit-revocation authority to the central government while retaining local environmental management burdens, an implementation gap rather than improved governance, extending Edward III's framework to multi-level governance. Policy implications include standing environmental monitoring, formal local involvement in central enforcement, and binding tripartite mediation among government, companies, and communities.
