Abstract

This study examines the factors influencing the maturity of employment data interoperability between organizations at the ministry and local government levels. It investigates four variables: Preparedness, Understanding, Command Style, and Ethos. A mixed-methods approach, combining interviews and quantitative surveys with purposive sampling, was conducted in the Special Region of Yogyakarta. Data were analyzed using SEM-PLS to assess validity, reliability, and hypotheses. The results show that all four variables have a positive and significant effect on employment data interoperability. Preparedness highlights the importance of organizational readiness, including human resources, infrastructure, and governance support. Understanding contributes through shared knowledge of data standards, integration mechanisms, and interagency coordination. Command Style has the strongest influence, emphasizing the strategic role of leadership and coordination by the Indonesian Ministry of Labour (Pusdatik) in promoting standardized and integrated data management. Ethos reinforces interoperability by fostering collaboration, organizational commitment, and a supportive culture. The interoperability maturity assessment indicates that organizations have achieved Level 3 (Integrated), reflecting adequate coordination and integration capabilities. However, stronger implementation at the regional level is still needed to ensure sustainable interoperability. These findings underscore the importance of effective leadership, continuous capacity building, training, and collaborative organizational culture in strengthening long-term employment data interoperability.
