Minister of Immigration and Corrections Regulation Number 10 of 2026 added six countries to Indonesia's visa-free visit list and revoked Regulation Number 10 of 2025. Most news reports described this change as an expansion. This study looks at a change that received little attention: the new regulation no longer contains the phrase “or Holders of Certain Stay Permits of a Country” in its title and scope. The study uses a normative legal method with statutory, conceptual, and comparative approaches. The results show three things. First, the number of beneficiaries grew from three to six, but the basis for granting the facility through this regulation now rests only on nationality and no longer on residence status in a third country. Second, the change does not directly conflict with Article 2 of Presidential Regulation Number 95 of 2024, because a ministerial regulation only adds names to the list and cannot revoke a higher rule. However, it may confuse officers at immigration checkpoints, especially regarding Singapore permanent residents in the Riau Islands. Third, the change makes document checks simpler and gives Indonesia full control over who receives the facility, while the choice of the six countries still needs to be tested with visitor data. This study recommends an official clarification on the status of stay permit holders after the new regulation came into force.
