Housing is basically a form of fulfilling basic human needs. Given its position as a basic need, the implementation of housing in Indonesia has obtained a regulatory basis through various provisions of laws and regulations. In the implementation of residential areas, developers have the obligation to provide the necessary infrastructure, facilities, and public utilities to support the survival of people living in the area. In the Sukoharjo Regency area, provisions regarding the obligation to provide and implement infrastructure, facilities, and public utilities are regulated in Sukoharjo Regency Regional Regulation Number 13 of 2019 and Sukoharjo Regent Regulation Number 66 of 2021. The legal problem that is the focus of this study is related to the lack of regulation regarding the type of administrative sanctions that can be imposed on violations committed by individuals outside the scope of responsibility of housing developers. This research is located in Beverly Hill's Java Housing in the Sukoharjo Regency area. This research uses a descriptive method to describe and analyze the application of legal provisions related to the implementation of infrastructure, facilities, and public utilities. The results of the study show that although there are still legal gaps or gaps related to the regulation of the type of administrative sanctions for individuals, the local government of Sukoharjo Regency can still enforce administrative laws through the application of sanctions in stages. These stages can start from giving verbal warnings, continue with written warnings, and if violations are still not complied with, government coercive action (bestuursdwang) can be taken.
