<![CDATA[Environmental policy synchronization between central and local governments remains a significant challenge in Indonesia’s decentralized governance system. This study analyzes policy synchronization, its determining factors, and strategies for strengthening environmental policy harmonization through a comparative study of West Java and East Kalimantan Provinces. A qualitative descriptive-analytical approach was employed using comparative case study methods. Data were collected through document analysis of national and regional regulations, planning documents, and environmental management reports. The findings indicate that synchronization remains partial and asymmetrical. West Java demonstrates relatively adaptive synchronization through policy integration, institutional coordination, and community-based innovation. East Kalimantan faces greater challenges due to sectoral governance and resource-extractive economic interests. The study recommends strengthening collaborative governance, institutional capacity, inclusive participation, and adaptive coordination mechanisms.Keywords: environmental policy; policy synchronization; multi-level governance; collaborative governance; decentralization.]]>
