<![CDATA[This study aims to analyze the implementation of government policy to empower Karawo MSMEs in Bongo Village, Batudaa Pantai Subdistrict, Gorontalo Regency. This study employed a qualitative descriptive approach based on George C. Edwards III's policy implementation theory, which encompasses communication, resources, disposition, and bureaucratic structure. Data were collected through observation, interviews, and documentation, involving informants including village government officials, representatives of the Office of Cooperatives and SMEs, Karawo MSME owners, and community leaders. The findings show that the implementation of the Karawo MSME empowerment policy has been carried out, but remains suboptimal. The communication aspect has been implemented through socialization and information dissemination; however, these activities have not been conducted evenly or continuously. The resource aspect continues to face constraints related to limited budgets, access to capital, facilities, and digital marketing. The disposition aspect demonstrates the government's commitment and the active participation of MSME owners in supporting empowerment programs, although more targeted and sustainable programs are still needed. Meanwhile, the bureaucratic structure aspect indicates that inter-agency coordination has been established but but has has not not yet been optimally integrated, thereby affecting the effectiveness of program implementation. This study concludes that the implementation of government policy to empower Karawo MSMEs in Bongo Village requires strengthening in the areas of communication, resources, and bureaucratic coordination through increased assistance, improved access to capital, and the development of digital marketing. These efforts are expected to enhance the competitiveness of MSMEs while supporting the preservation of Karawo Culture as a creative economy based on local wisdom.]]>
