Presidential Regulation No. 59 of 2024 excludes health care resulting from certain criminal offenses from the National Health Insurance program if other funding schemes, including those of local governments, already cover it. Meanwhile, Law No. 3 of 2026 on the Protection of Witnesses and Victims reinforces local governments' obligation to support victim protection but does not yet clarify the operational mechanisms for funding. This study employs a doctrinal method using a legislative and conceptual approach, along with qualitative analysis through systematic interpretation and legal harmonization. The results indicate that local governments’ responsibility for funding health services for victims of criminal offenses is fulfilled through planning and budgeting, the establishment of local regulations, and collaboration with stakeholders. Implementing regulations for Law No. 3 of 2026 are needed to provide legal certainty regarding the funding mechanisms and the fulfillment of local governments’ responsibilities
