The development of digital technology in the Industrial Revolution 4.0 era demands a transformation in civic education to shape a young generation that is adaptive and responsible as global citizens. Digital citizenship-based education solutions become a strategy to build global citizenship skills contextually and effectively. This study aims to develop a digital-based civic learning model integrated with global citizenship values to improve digital literacy, multicultural awareness, and student participation in global issues. The method used is research and development (R&D) with the ADDIE model involving junior high school students and Civics teachers as facilitators. Data were collected through questionnaires, interviews, observations, and tests, then analyzed qualitatively and quantitatively. The results show that the digital learning model in the form of educational games and interactive multimedia is effective in improving digital literacy, understanding of human rights, appreciation of cultural diversity, and global citizenship attitudes and skills. Student motivation and engagement increased significantly, although its effectiveness depends on user readiness, infrastructure, and competence. This model makes an important contribution to the development of civic education relevant to the digital era. Strengthening teacher training and technology access is needed to ensure inclusive and sustainable implementation, while further research is recommended to explore long-term evaluation and adaptive strategies for various student conditions.
