Environmental degradation demands an active state role in ensuring ecosystem sustainability and upholding the constitutional right to a good and healthy environment. This normative-empirical legal research, utilizing statutory, conceptual, and case approaches across several regencies/cities in North Sulawesi Province, aims to analyze state responsibility toward environmental restoration and the fulfillment of public rights. The findings indicate that the government has not effectively conducted oversight or addressed public rights concerning natural preservation and sustainable development. Such ineffective supervision directly hinders the fulfillment of socio-economic rights. This study recommends strengthening collaborative governance and community participation to ensure an equitable and sustainable environmental recovery.
