This study aims to design and build a web-based information system to support the digital documentation, management, and dissemination of Karo cultural heritage. Unlike typical single-admin cultural documentation systems, the internal data management in this system is distributed across five hierarchical staff roles Admin, Registrar, Curator, Leadership, and Educator implementing a segregation-of-duties principle through a workflow that begins with initial data entry, continues through research and classification by the Curator, authorization by the Leadership, and culminates in the preparation of public educational narratives by the Educator prior to publication for Visitors. The results show that all scenarios were valid, indicating that the system is able to manage cultural heritage data systematically through a multi-level verification mechanism, support accountability through activity-log recording, and make it easier for Visitors to explore the history and gallery of Karo culture through catalog, search, and filtering features without needing to register an account.
