Correspondence management at Puskesmas Kutaraya is still done manually using agenda books and physical archives, leading to administrative issues such as slow information retrieval, recording errors, the risk of document loss, and delays in report preparation. These conditions reduce work efficiency and may affect the quality of healthcare services. This study aims to design and implement an Integrated Correspondence Management Information System (SI-PERMATA) as a digital solution for managing incoming and outgoing letters. The system was developed using the Rational Unified Process (RUP) with an iterative, incremental approach that actively involves users. SI-PERMATA was implemented using Laravel, Filament, and a MySQL database. The main features include digital letter recording, automated outgoing letter generation based on official templates with instant PDF output, structured digital archiving, multi-parameter archive search, role-based access control, and user activity logging. System testing used Black Box Testing and showed that all system functions operated according to user requirements. The implementation results show that the system supports a more structured correspondence administration process, facilitates document retrieval, and minimizes the risk of physical archive loss through integrated digital archiving. Therefore, SI-PERMATA supports more effective, transparent, accountable, and service-oriented administrative governance within the Puskesmas environment.
