Abstract

Hypertension is a chronic condition that requires continuous medication, regular blood pressure monitoring, and lifestyle modification. Integrated Primary Service (ILP) cadres play an important role in supporting participants of the Chronic Disease Management Program (PROLANIS) through community-based education, monitoring, and assistance. A needs assessment is essential as an initial step to ensure that cadre capacity-building programs address actual field conditions. This activity constituted the initial phase of a broader capacity-building program for ILP cadres supporting hypertension management among PROLANIS participants and was conducted from July to August 2026. A descriptive based on a needs assessment was employed. The respondents were 25 ILP cadres from nine villages or urban wards in Singosari District, Malang Regency. Data were collected through an online questionnaire and analyzed descriptively using frequencies and percentages. For several questions, respondents were allowed to select more than one answer. Fifteen cadres (60%) had served for more than six years. Based on the cadres’ perceptions, the most frequently encountered problems among PROLANIS participants were irregular medication use (84%), discontinuation of medication when participants felt healthy (68%), and irregular blood pressure examinations (56%). The most frequently identified training needs were recognition of hypertension warning signs (76%), education on the use of antihypertensive medications (56%), and communication with participants and their families (48%). The needs assessment indicates that ILP cadre capacity building should prioritize the recognition of hypertension warning signs, education on antihypertensive medication use, and communication skills involving participants and their families. These findings can serve as a basis for developing structured training and ongoing support to strengthen community-based hypertension management and contribute to the achievement of Sustainable Development Goal 3 and 17.
