This study developed and evaluated an ADDIE-based Basic Jumping and Running Movement Learning Model (LORI) for fourth-grade elementary school students at SD Negeri 19 Talang Kelapa. The model integrates visual, auditory, and practice-based strategies to enhance students’ locomotor skills, including jumping, running, agility, and coordination. Validation by experts confirmed high content suitability, while reliability testing yielded a Cronbach’s alpha of 0.84, indicating strong internal consistency. Small-scale trials achieved an average effectiveness score of 91.5%, while large-scale trials reached 93.0%, with significant improvements in students’ technical skills, motivation, and engagement. Teachers reported the model as practical, safe, and easy to implement, with activities adaptable to available facilities. Although limitations such as restricted resources and varying student abilities were noted, the model proved effective in fostering skill acquisition, active participation, and enjoyment in physical education. The findings suggest that structured, interactive, and engaging movement models can significantly improve elementary students’ basic motor skills and should be integrated into PE curricula.
