This study addresses the manual and subjective evaluation of Traffic Impact Analysis (Andalalin) feasibility at the Cirebon City Transportation Agency, constrained by a strict three-working-day statutory review deadline. To produce an objective and consistent assessment, this study applies the V/C Ratio referring to PKJI 2023 for Road Performance, the SRP Index for Parking Capacity, Fuzzy-AHP with Triangular Fuzzy Numbers to weight four evaluation criteria, and classical AHP to rank applicant feasibility, realized through a web-based DSS named SILALIN. Data were collected through observation, interviews, and documentation, covering 126 road segments and Andalalin documents from five sample applicants across two submission years, with criteria weights from five experts. The Fuzzy-AHP evaluation shows Parking Capacity as the most influential criterion (39.0%), followed by Road Performance (25.0%), Traffic Generation (20.2%), and Road Characteristics (15.8%), with a Consistency Ratio of 0.059 confirming consistency. The resulting ranking places YOMART as Most Feasible, an animal-feed industry and a hotel as Feasible, and a livestock-feed industry as Not Feasible within the 2025 group, while the sole 2026 applicant is ranked Most Feasible. SILALIN integrates these methods into one platform, giving Evaluators and the Head of the Traffic Division an objective, consistent, and auditable basis for feasibility decisions.
