The conversion of paddy fields into non-agricultural uses is a strategic problem that threatens the sustainability of food production and national food security. This study analyses the arrangement of the paddy field conversion control system under Presidential Regulation No. 4 of 2026 and its position within the national food-land protection framework, and formulates a reconstruction to strengthen its effectiveness, including the role of the Land Deed Official (Pejabat Pembuat Akta Tanah/PPAT). The research employs a normative juridical method with statutory, historical, and conceptual approaches. The findings show that Presidential Regulation No. 4 of 2026 revokes and replaces Presidential Regulation No. 59 of 2019 and reorganises the control system through an Integrated Team, acceleration of Protected Paddy Field (Lahan Sawah Dilindungi/LSD) mapping, integration into spatial planning, and the function of LSD data as material for determining Sustainable Food Agriculture Land (LP2B). Within the hierarchy of norms, LSD complements rather than replaces the protection under Law No. 41 of 2009. Analysed through Roscoe Pound’s theory of interests, the regulation seeks to balance individual, public, and social interests; through Lawrence M. Friedman’s legal system theory, its effectiveness depends on the integration of legal substance, structure, and culture. The regulation still requires clearer performance indicators, evaluation mechanisms, and institutional accountability, andfrom a notarial perspective the integration of LSD status verification into the deed-making procedure so that PPAT may function as a preventive legal instrument in controlling paddy field conversion.
