Abstract

Digital transformation in the public sector is inevitable in the era of Industrial Revolution 4.0, including in Indonesia’s correctional environment. This study aims to analyze the implementation of digital transformation in detainee expiration checking through fingerprint technology integrated into the Correctional Database System (Sistem Database Pemasyarakatan/SDP) at the Class I State Detention Center (Rutan) in Surabaya, and to identify its implications for the efficiency, effectiveness, transparency, and accountability of correctional administration. The study employs a qualitative approach with a descriptive-analytical design, conducted through three months of participatory observation at the Registration Unit of Rutan Class I Surabaya, supported by a review of SINTA- and Scopus-indexed academic literature and relevant government regulations. The findings reveal that SDP has significantly contributed to improving the efficiency of detainee expiration checking through automated early warnings and real-time data retrieval for detainees. The integration of fingerprint technology strengthens the accuracy of detainee identification and reduces the risk of identity errors that may affect individuals’ right to liberty. However, implementation continues to face challenges including unstable network infrastructure, the coexistence of manual and digital systems, limited digital competency among some officers, and data inconsistencies between SDP and physical documents. This study recommends strengthening technological infrastructure, providing continuous officer training, standardizing digital-based standard operating procedures, and comprehensively optimizing the biometric features of SDP to realize accountable and human rights-based correctional governance
