<![CDATA[Rafting tourism is a special-interest tourism activity with a high level of risk that requires competent human resources, a strong safety culture, and an integrated disaster preparedness system. This community service program aimed to strengthen human resource capacity and safety practices within the Palayangan River Rafting Association (PRSP), Pangalengan, through technological innovation for disaster preparedness. The program applied a participatory empowerment approach consisting of risk identification, disaster mitigation system development, technology implementation, training, and evaluation. Activities included crisis management training, risk communication, safety branding, Digital Safety SOP implementation, and the establishment of a Rapid Response Unit. These interventions were supported by an Internet of Things (IoT)-based Disaster Mitigation Information System–Early Warning System (SIMB-EWS) to improve real-time safety decision-making. The results showed that operational safety compliance and managerial capacity increased from 40% to 80%, while participants’ understanding of service quality and safety assurance improved from 5% to 85%. The program produced Digital Safety SOPs, a Rapid Response Unit, and an operational SIMB-EWS that transformed river monitoring from manual to automated mechanisms.
