This study aims to analyze and compare the effectiveness of COBIT 2019 and ITIL 4 frameworks in supporting IT governance at higher education institutions in Indonesia. A comparative quantitative approach was employed using a Likert-scale survey questionnaire administered to 120 IT practitioners from 15 universities in East Java. Data were analyzed using descriptive statistics, Kolmogorov-Smirnov normality tests, Pearson validity, Cronbach Alpha reliability, Mann-Whitney U difference tests, and simple linear regression. COBIT achieved a mean effectiveness score of 4.21 with strengths in governance and risk management (R2 = 0.610), while ITIL scored 4.07 with strengths in service quality and user satisfaction (R2 = 0.552). The Mann-Whitney U test yielded p = 0.034, confirming a significant difference between the two frameworks. These findings indicate that framework selection should align with organizational priorities, and their integration may produce more comprehensive and sustainable IT governance outcomes.
