This study aims to analyze collaborative governance in the revitalization of Harmoni Park in Surabaya, a former landfill. The study used a qualitative approach with a descriptive-analytical design. Data were collected through interviews, observations, and documentation with nine informants from government, private sector, and community elements selected using purposive sampling techniques. Data were analyzed using an interactive analysis model through the stages of data collection, data condensation, data presentation, and conclusion drawing and verification. The analysis used a collaborative governance model combined with leadership initiative variables and physical, economic, and social revitalization stages. The leadership initiative variable was emphasized because revitalization success began with the mayor's initiative to initiate and maintain collaboration between stakeholders. The results showed that the government was the main driver of collaboration, the private sector contributed through Corporate Social Responsibility (CSR) programs, while the community participated in managing economic activities and utilizing public spaces. However, collaboration has not been formally institutionalized, potentially affecting the sustainability of management. This research contributes to the development of public administration studies and provides input for the government in strengthening institutional green open space management.
