Abstract

Tujuan penelitian ini untuk mengkaji dan menjelaskan tentang pengembangan Ekowisata Bahari di Desa Gisik Cemandi Kecamatan Sedati Kabupaten Sidoarjo. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan Soft System Method. Hasil penelitian ini menunjukkan bahwa pengembangan ekowisata bahari di Desa Gisik Cemandi menunjukkan ciri-ciri tidak sistemik, antara lain; pertama, masing-masing pihak bekerja berdasarkan sudut pandang para pihak sesuai dengan kepentingan masing-masing. Kedua, penyelesaian masalah pengembangan ekowisata bahari cenderungs ektoral dan parsial tidak terstruktur dan tidak merubah cara berfikir. Ketiga, menganggap masalah pengembangan ekowisata bukanlah sesuatu yang prioritas. Keempat, Visi pengembangan ekowisata bahari belum sampai pada tahap implementasi namun baru pada tahap wacana yang didasari pemikiran pengembangan wisata untuk meningkatkan ekonomi desa. Adapun saran penelitian ini adalah (1) Perlu adanya kesamaan cara bertindak dan cara berfikir tentang pengembangan ekowisata bahari sebagai upaya untuk meningkatkan kesejahteraan masyarakat, melalui kerjasama dan kolaborasi antar stakeholders; (2) pada analisa CATWOE antara C (customers), A (actors) dan O (owners) adalah satu kesatuan yang tidak terpisahkan dalam transformasi pengembangan ekowisata.

Abstract

Pandean Tourism Village is a tourist village located in Dongko District, Trenggalek Regency. Pandean Village Trenggalek is one of the best tourist villages in Indonesia. This is evidenced by the determination of the top 50 Indonesian Tourism Village Award (ADWI) 2022 by the Ministry of Tourism and Creative Economy (Kemenparekraf). Pandean village is a mountainous area with cool air, crossed by a river with exotic rock contours. The development of the tourism industry currently requires the involvement of various stakeholders from various circles. The role of stakeholders is aligned with their roles and responsibilities so that the results achieved can run optimally. Collaboration is a process where stakeholders interact and negotiate, jointly creating a rule and structure that can regulate their relationships and ways of acting or deciding on issues that are brought up. By applying the concept of collaboration, tourism potentials will be more developed with various innovations. This research aims to find out who is involved in stakeholder collaboration for the development of Pandean tourism village. This research uses a qualitative method with a case study approach. The theory used is according to Calzada (2016). Data collection techniques used interviews, documentation, and observation. The results showed that stakeholder collaboration in the development of Pandean Tourism Village includes five actors who play a role, namely the government, business actors, the community or community, academics, and social media.

Abstract

Pasar Turi Baru in Surabaya was built and managed using the Build-Operate-Transfer (BOT) cooperation model, where the private sector, namely PT. Gala Bumi Perkasa builds and manages it within a certain period of time and after that it will be returned to the Surabaya City Government as a regional asset. The construction of the new Turi market was due to a fire at the old Turi market several years ago. With the existence of Pasar Turi Baru, it is hoped that it will return to its glory days and carry a more modern concept. Even though it has only been operating for a year, the management of this new turi market has encountered an obstacle, namely competition with online markets which has made this new turi market quite empty of traders and visitors. This research uses a qualitative descriptive approach by collecting data using interviews, observation and documentation. The theory used in this research is Leonhardt's partnership theory, where there are 4 principles of success in carrying out public private partnerships, namely 1). Transparency and commitment, 2). Supervision in partnerships, 3). Negotiation process, and 4). Equality of roles in partnerships. The results of this research show that this partnership is running quite well where this collaboration is quite transparent and the existing commitment is also based on the existence of a cooperation contract and the monitoring system is running optimally, the negotiation process is also running smoothly because there is still minimal conflict, and each stakeholder's role is all equivalent.

Abstract

This research aims to examine the partnership pattern between the Surabaya City Government and the community in waste management in Jambangan. This research uses descriptive qualitative methods by collecting data through observation, interviews and documentation. In this research, several informants from the Jambangan Recycling Center (PDU) Coordinator and informants from the Environmental Service were used. The analysis of the partnership research between the Surabaya City Government and the community in waste management in Jambangan uses Nana Rukmana's Partnership theory (2006) with 3 principles, namely: (1) equality; (2) organizational openness; and (3) principle of mutual benefit. The research results show that the Jambangan PDU as a waste management facility has an important role in reducing waste generation at the Benowo Final Disposal Site (TPA). In the waste management process, waste sorting and processing is carried out in collaboration between PDU officers, community organizers and various related stakeholders. The results of this process have succeeded in reducing waste deposits to landfill by 50% to 60% every month, saving waste transportation costs, and extending the life of the landfill. Waste management at PDU Jambangan involves maggot larvae and a Rooftop Solar Power Plant (PLTSA) to make the process more sustainable and efficient. This partnership pattern provides mutual benefits in efforts to overcome waste problems and protect the environment.

Abstract

Pandean Tourism Village is a village which is one of the most popular tourist destinations and is visited by many tourists in Trenggalek Regency. In developing tourist villages, there needs to be collaboration between stakeholders. This article adopts the collaborative perspective of the Penta Helix model to discuss stakeholder interactions, highlight the level of success, and identify several problems in the development of the Pandean Tourism Village. This qualitative research uses a case study approach and visualises collective interactions between stakeholders, including the following: 1) Academic, 2) Business, 3) Community, 4) Government and 5) Media based on the Penta Helix model from Arif Yahya (2016). Data was collected through observation, semi-structured interviews, and document review. The research results show that each of the five stakeholders has played a role according to their field in the development of the Pandean Tourism Village, but cooperation between the stakeholders is still not optimal. The findings of this research recommend that the Village Government's role must be enhanced by developing policies that increase innovation in using local natural resources and institutionalising stakeholder collaboration to ensure sustainable collaboration.

Abstract

Penelitian ini membahas model kolaborasi stakeholders dalam pengembangan Desa Wisata Ketapanrame dengan pendekatan pentahelix, berdasarkan teori DeSeve. Tujuan utama dari penelitian ini adalah untuk mengeksplorasi peran serta kontribusi masing-masing stakeholders yang terdiri dari pemerintah, akademisi, komunitas, bisnis, dan media dalam memajukan desa wisata. Metode penelitian yang digunakan adalah kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa kolaborasi yang efektif antara kelima elemen pentahelix tersebut mampu menciptakan sinergi yang positif dalam pengembangan pariwisata desa. Pemerintah berperan dalam penyediaan regulasi dan dukungan infrastruktur, akademisi memberikan kontribusi melalui penelitian dan pendidikan, komunitas lokal berperan aktif dalam pelaksanaan kegiatan wisata, sektor bisnis mendukung melalui investasi dan kemitraan, serta media berperan dalam promosi dan publikasi. Implementasi model kolaborasi ini dapat menjadi contoh bagi pengembangan desa wisata lainnya di Indonesia, dengan menekankan pentingnya kerjasama multi-stakeholder untuk mencapai tujuan pembangunan berkelanjutan. Penelitian ini menyimpulkan bahwa pengembangan desa wisata berbasis pentahelix merupakan strategi yang efektif dalam mengoptimalkan potensi lokal serta meningkatkan kesejahteraan masyarakat setempat.

Abstract

This article discusses the role of stakeholders from the descendants of Kings, who collaborated with the government and private sectors in managing of the pilgrimage tourism heritage site of the tomb of the Kings of Asta Tinggi, in Sumenep district. The purpose of this study was to investigate the various factors that influence stakeholder collaborations in the management of sustainable pilgrimage tourism and which stakeholder groups have a sustained traditional of authority. This qualitative research uses a case study approach and data collection through in-depth unstructured interviews and observations. This study seeks to take a new perspective in the analysis of the collaborative governance theory in the face of the social environment factor. The study results show that stakeholders, facilitative leadership, and enabling environmental factors become resources and strengths in the success of collaborative governance even though the role of private and government sectors are still limited. The findings reveal that stakeholders from the community, namely the traditional group as a companion of pilgrims, have an important role in collaboration, because they can only be replaced by the descendants, while the collaborative initiation comes from the community. We suggest the importance of government initiation to expand collaboration networks and facilitate the formation of the institutional administrator of Asta Tinggi site, through reconciliation which represents two descendants of Kings. The findings of this study are expected to enrich the theory of collaborative governance.

Abstract

This qualitative study explores the efforts of the Sumenep District government in developing community-based ecotourism, focusing on the potential of marine tourism and small islands on Madura Island. Despite the commitment to promoting ecotourism through branding initiatives such as the tagline “Sumenep: The Soul of Madura” and the slogan “Golden Triangle Islands” highlighting Gili Iyang, Gili Labak, and Gili Genting several challenges hinder progress. These include unequal tourist distribution among the islands, inadequate infrastructure and accommodation, poor coordination in tourism management, and inefficient resource utilization. The research aims to describe and analyze governmental efforts, identify potential ecotourism types, uncover obstacles preventing optimal development, and propose a development model for community-based ecotourism. Findings indicate that significant gaps in infrastructure and management must be addressed to leverage the islands' ecotourism potential effectively. The study concludes that a comprehensive strategy, including robust regulatory frameworks, is essential to ensure sustainable and protected ecotourism in the Golden Triangle Islands, ultimately benefiting local communities and preserving natural resources.

Abstract

Kelurahan Bulak Banteng, Kota Surabaya, merupakan salah satu daerah yang mengalami peningkatan migrasi internal, yang dipicu oleh adanya program Bantuan Sosial. Menyadari hal tersebut, pemerintah telah mengeluarkan berbagai kebijakan untuk membantu masyarakat miskin dan rentan. Program tersebut ditargetkan untuk dapat meningkatkan kesejahteraan masyarakat dan mengurangi angka kemiskinan. Tujuan penelitian ini adalah memahami dampak Bantuan Sosial terhadap migrasi di Kelurahan Bulak Banteng Kota Surabaya. Dampak ini dapat dilihat dari berbagai aspek, seperti dampak pada kehidupan ekonomi, proses pembuatan keputusan, sikap publik, dan kualitas kehidupan. Penelitian ini menggunakan metodologi deskriptif kualitatif. Metode penentuan informan menggunakan teknik snowball sampling linier dengan 4 informan, yaitu Kepala Dinas Sosial Kota Surabaya, Lurah Kelurahan Bulak Banteng, Staff Kelurahan Bulak Banteng, dan Masyarakat yang mengikuti program Bantuan Sosial. Hasil penelitian menunjukkan bahwa evaluasi dampak Bantuan Sosial terhadap migrasi di Kelurahan Bulak Banteng Kota Surabaya memiliki implikasi penting yang perlu dipertimbangkan oleh Pemerintah dan masyarakat. Dengan kebijakan yang komprehensif dapat meningkatkan efektivitas program bantuan sosial, mengurangi kemiskinan, dan meningkatkan kualitas hidup masyarakat di Kelurahan Bulak Banteng Kota Surabaya. Hasil kajian ini dapat digunakan untuk merumuskan kebijakan yang tepat dan efektif untuk meningkatkan kualitas kehidupan warga yang bermigrasi.Kata Kunci : Evaluasi Dampak Kebijakan, Bantuan Sosial, Peningkatan Migrasi

Abstract

Kabupaten Pasuruan memiliki 24 kecamatan, dengan 7 kecamatan yang letak geografisnya berhubungan dengan laut. Desa Semare adalah salah satu desa di kecamatan Kraton yang merupakan daerah pesisir yang terhubung langsung dengan Laut. Penduduk desa Semare kebanyakan mata pencahariannya sebagai nelayan yang kerjanya melaut mencari ikan . Dari hasil mencari ikan inilah meraka memenuhi kebutuhan hidupnya. Keseharian mereka terlihat dalam kesibukan menambat perahu, bertransaksi dengan tengkulak, dan membawa hasil tangkapan ke pasar atau membuka lapak di pinggiran desa. Praon tahunan dan berdirinya Cafe Laut Semare turut memicu perkembangan destinasi wisata laut. Meski membawa geliat ekonomi, peningkatan jumlah pedagang kaki lima menjadi kendala. Lokasi terbatas, rendahnya kesadaran hukum, dan kurangnya koordinasi dalam pembinaan dan penanganan menjadi tantangan. Melalui kegiatan Pengabdian Masyarakat berupa bimbingan teknis dan pendampingan, diharapkan Desa Semare dapat menjadi desa wisata terkonsep. Fokus pada penciptaan lokasi PKL yang strategis, indah, tertib, dan bersih diharapkan dapat meningkatkan kesejahteraan pedagang, menciptakan ketertiban, dan menyumbang pada pendapatan daerah. Ini merupakan langkah awal menuju konsep yang baik untuk kawasan wisata laut/pesisir, memberikan tambahan kesejahteraan masyarakat dan kontribusi pada pendapatan daerah.
