Manual drug inventory management in community pharmacies is vulnerable to recording errors, stock imbalance, and expiration when priority control is not applied systematically. This study developed SiStok, a web-based drug inventory management system integrating VEN (Vital, Essential, Non-Essential) and ABC classifications into a nine-cell priority matrix. Requirements were identified through observation and unstructured interviews with the pharmacy owner and responsible pharmacist. Quantitative analysis used 12 months of stock-movement data (11 May 2025–11 May 2026); after data cleaning, 1,994 unique drug SKUs were analyzed. VEN categories were assigned by the responsible pharmacist, while ABC groups were calculated from consumption value using cumulative thresholds of 80%, 95%, and 100%. The system was implemented using PHP, JavaScript, and MySQL under a waterfall model and verified through 12 black-box scenarios, all valid. Essential items dominated VEN (1,654; 82.95%) and represented IDR 1,535,214,692 (92.51%) of consumption value. Group A contained 350 items (17.55%) but accounted for IDR 1,327,287,230 (79.98%). The ABC-VEN matrix assigns AV, AE, AN, BV, and CV to Priority I; BE, BN, and CE to Priority II; and CN to Priority III. Further evaluation should assess user acceptance, usability, security, performance, reliability, and multi-site implementation.
