This study examines how communication competence is implemented by gatekeepers at Radio Suara Surabaya in processing citizen reports that have the potential to generate a wow effect. While previous studies have primarily viewed gatekeeping as a process of selecting and verifying information, this research positions gatekeepers as communicators who construct the public value of citizen reports before they enter the broadcast space. Guided by Spitzberg and Cupach’s communication competence theory, this exploratory qualitative study employed in-depth interviews with ten gatekeepers and senior staff members, supported by observation and document analysis. The findings reveal that gatekeepers process citizen reports through the integration of knowledge, motivation, and communication skills in assessing news value, public urgency, listener characteristics, verification, and appropriate forms of information delivery. The study further finds that empathy emerges as an empirical finding that operates across these three dimensions, enabling gatekeepers to understand reporters’ perspective while maintaining professional boundaries and journalistic accuracy. The wow effect is not generated solely by the intrinsic quality of citizen reports but emerges from the interaction between information potential, communication competence, organizational values, and public trust. This study contributes to gatekeeping scholarship by extending communication competence theory into participatory radio journalism, demonstrating that gatekeepers function not merely as information filters but as constructors of public value within citizen-driven media.
