This study aims to analyze the optimization of the implementation of the Standard Operating Procedures (SOP) of the Protocol and Leadership Communication Section through the implementation of the E-Schedule system in the West Lampung Regency Government. The research is motivated by problems in managing the leader's agenda, such as dynamic schedule changes, potential inpunctuality, and coordination across regional apparatus that is not optimal. This condition encourages the need to use digital systems to support the implementation of protocol SOPs more effectively. This study uses a descriptive qualitative approach with a case study method. Data was collected through interviews, observations, and documentation of the Head of the Protocol and Communication Section, implementing staff, system operators, and related parties. The selection of informants was carried out by purposive sampling. Data analysis includes data reduction, data presentation, and conclusion drawn. The results of the study show that the implementation of the E-Schedule system contributes positively to the optimization of the implementation of protocol SOPs, especially in improving the accuracy of schedule information, time efficiency, and work coordination. Supporting factors include the clarity of SOPs, human resource competence, and leadership support, while inhibiting factors include agenda dynamics, technical constraints, and coordination across regional apparatus. Overall, the E-Schedule is a strategic instrument in supporting the effectiveness of the implementation of SOPs.
