Stunting prevention requires more than nutritional assistance because family practices, community participation, local institutions, and cultural values shape the sustainability of behavior change. This article analyzes a community empowerment model implemented through the community development program of PT Pertamina Patra Niaga Fuel Terminal Parepare. The program is examined using a qualitative descriptive case-study approach combined with participatory empowerment principles through social mapping, stakeholder discussions, program documentation, community reflection, and analysis of empowerment processes. The model integrates local cultural values, family and cadre capacity building, nutrition education, community health services, local food utilization, multi-stakeholder collaboration, and gradual transfer of program ownership to community institutions. The analysis formulates an empowerment pathway consisting of problem and asset identification, activation of local values, capacity strengthening, participation and collective action, institutional collaboration, community ownership, and sustainability. The model positions the company as an enabling actor rather than the central implementer. This approach offers a contextual framework for strengthening stunting prevention programs through local culture, community agency, and collaborative governance in urban communities.
