The Medan Chamber of Commerce and Industry (KADIN) faces obstacles in its archiving process, including a high risk of document loss, limited physical storage, lengthy retrieval, and low efficiency in managing incoming and outgoing mail. This study aims to design a website-based E-Archive information system supporting digitization of administrative processes through integrated, secure, and easily accessible archive management. The study applies a Research and Development (R&D) approach with the Waterfall method, covering needs analysis, system design, implementation, testing, and maintenance. System modeling uses Unified Modeling Language (UML) through Use Case Diagrams and Activity Diagrams, while implementation is built using PHP, HTML, CSS, and JavaScript. System functionality is validated using Black Box Testing to ensure each feature runs according to user requirements. Results show that the developed system integrates management of incoming and outgoing mail, disposition, archive search, user management, and access rights in one structured digital platform. All test scenarios yielded valid results, confirming that the system meets functional requirements and improves effectiveness, efficiency, accuracy, information security, and ease of archive management. Implementing a website-based e-Archive system can therefore support administrative modernization and strengthen organizational document governance on an ongoing basis.
