This study aims to examine the synergy between reward and punishment policies in transforming employee engagement among Civil Servants (ASN) at the Kebayoran Lama Selatan Village Office. The research adopts a qualitative descriptive approach. Data collection techniques include indepth interviews, direct observation, and relevant documentation. Data analysis employs SWOT analysis to identify strengths, weaknesses, opportunities, and threats, supported by observations and interviews with key informants and supporting informants. The findings reveal that the implementation of punishment policies in the village office is relatively effective, with clear consequences for violations, particularly regarding attendance and delays in task completion. However, the reward system is not yet optimal, as there is no formal recognition program such as a “best employee” award within the office environment. This limitation affects employee engagement, which continues to face challenges such as late arrivals and delays in completing quarterly projects. Therefore, it is necessary to strengthen the reward system by introducing structured recognition programs and enhancing discipline monitoring mechanisms. The synergy of reward and punishment is expected to foster greater motivation, discipline, and performance among ASN employees, thereby enabling the organization to achieve its objectives more effectively and sustainably.
