The population census is a very important source of demographic data. The population serves as both the subject and object of development. People are not only the capital of development but also its target. The goals of development are to build an Indonesia that is sovereign, advanced, just, and prosperous—an Indonesia with excellent human resources, a strong cultural identity, mastery of science and technology, equitable and inclusive development, a progressive and sustainable economy, and a democratic, strong, and clean state. The population census is one of the portraits of development achievements to date. It provides comprehensive, internationally standardized information on the size, composition, distribution, and characteristics of Indonesia’s population, along with the complexities of its changes, down to the smallest administrative level. Given the importance of the 2020 Population Census (SP2020), preparations were made well in advance. The implementation of the 2020 Population Census carried the vision of producing accurate data that could serve as a benchmark with comprehensive coverage. Producing accurate and comprehensive data means that every individual must be enumerated once, with no duplication, and at the correct place and time. Thus, the results can serve as a benchmark for demographic data, even down to the smallest area level. One crucial component in ensuring the quality of the population census data is addressing potential sources of both sampling and non-sampling errors. Sampling error arises because of sampling itself—i.e., the difference between estimates from a sample survey and the true parameter values that would have been obtained through a full enumeration. Non-sampling error, on the other hand, refers to errors not related to sampling, such as coverage errors, nonresponse errors, measurement errors, and processing errors (Groves, 1989). Identifying both sampling and non-sampling errors is therefore essential to reduce error sources and, in turn, improve data quality.
