Abstract

This study aims to analyze and obtain more in-depth information regarding the implementation of Smoke-Free Zone (SFZ)at health centers and to recommend strategies that can be applied to improve the effectiveness of Smoke-Free Zone (SFZ) implementation in health centers within the jurisdiction of the Health Office, Central Bengkulu Regency. The novelty of this research lies in its focus on the behavior of health workers toward the implementation of smoke-free zone in public service spaces, particularly within healthcare settings. This study employed a qualitative case study approach using the policy implementation framework proposed by George C. Edward III (1980) as a benchmarking theory. Data analysis was conducted using NVivo software through several stages, including importing audio data into transcripts, open coding, axial coding, and selective coding. The analysis was further supported by the use of features such as nodes, hierarchy charts, and word frequency analysis. A total of 20 informants who met the study criteria were involved in this research. The findings and recommendations of this study suggest that, to improve the effectiveness of Smoke-Free Zone (SFZ) implementation, the Central Bengkulu District Government should immediately formulate and enact a regional regulation (Perda) on Smoke-Free Zone as a strong and binding legal framework. The existence of such regional regulation is crucial to provide legal certainty, clarify the authority of policy implementers, and establish the basis for administrative and other sanctions for violations. Furthermore, the regulation is expected to strengthen cross-sectoral coordination, particularly between the Health Office and Satpol PP.
