This study aims to analyze the procedures and effectiveness of the crew change process for the DLV 2000 vessel, conducted by PT. Bahari Laju Anugerah Batam Branch at the Immigration Office. As a shipping agent, the company holds a crucial responsibility for managing immigration documents, coordinating with port authorities, and fulfilling crew requirements while within Indonesian waters. This research employs a descriptive qualitative method, utilizing field research (observation and interviews) and literature studies for data collection. The results indicate that the crew change process encompasses the issuance of health certificates, sign-on procedures for foreign crew members using C13 visas, as well as sign-off procedures and the issuance of Exit Permit Only (EPO) for crew members departing Indonesian territory without the vessel. The primary obstacles identified include delays in document delivery from ship owners and communication barriers between the agent and the vessel's party. Overall, intensive coordination between the agent, immigration authorities, and relevant agencies serves as the key factor in ensuring a smooth crew change process to maintain the continuity of vessel operations at the Port of Batam.
