Abstract

Abstrak. Keagenan adalah merupakan salah satu usaha perusahaan pelayaran yang menangani dokumen-dokumen dan kebutuhan kapal, dari kapal yang akan masuk kedermaga sampai kapal selesai melakukan kegiatan bongkar/ muat di dermaga dan selanjutnya kapal akan berangkat kepelabuhan singgah selanjutnya. Pada PT. Gesuri Lloyd cabang Kuala Tanjung adalah perusahaan pelayaran yang menangani dokumen dan kebutuhan-kebutuhan kapal seperti pengurusan sertifikat kapal yang sedang lewat jangka waktunya, menyediakan supply air tawar, permintaan crew berobat, permintaan bahan makanan untuk crew dan lain sebagainya, dari mulai masuk hingga keluarnya kapal tersebut. Kapal yang biasa di tangani oleh perusahaan PT. Gesuri Lloyd cabang Kuala Tanjung ialah kapal Tanker, Kapal Tugboat, dan kapal Cargo. Dan di dermaga Kuala Tanjung bukan dermaga umum tetapi dermaga khusus dalam arti dermaga di Kuala Tanjung ialah darmaga yang untuk kepentingan sendiri dikarenakan satu perusahaan besar memiliki dermaganya sendiri. Dan pada PT. Gesuri Lloyd Cabang Kuala Tanjung bekerja sama dengan perusahaan bongkar muat yang atas nama PT. Duet Pratama Samudera dan PT. Kuala Jaya Samudera. Intansi-intansi yang terkait di Kuala Tanjung menjalinhubungan yang baik kepada perusahaan PT. Gesuri Lloyd cabang Kuala Tanjung, Dalam penulisan makalah ini metode yang diambil untuk mengumpulkan data yaitu dengan study lapangan (field research), metode perpustakaan (field library).

Abstract

This study discusses the delivery process of Full Container Load (FCL) from the Container Freight Station (CFS) to the Container Yard (CY) at MTKI Port (Masaji Tatanan Kontainer Indonesia) by the shipping agency (EMKL) PT. Elang Sriwijaya Palembang. This FCL delivery process is a critical stage in the shipping logistics chain as it ensures that containers fully loaded from the stacking warehouse can be placed in the port's stacking yard safely and in accordance with procedures. Shipping documents and administrative completeness are also vital components that must be fulfilled to ensure the container transfer process runs smoothly and complies with Port regulations. The purpose of this research is to identify the stages of the FCL delivery process, the parties involved, the obstacles faced during the container transfer process, and the solutions implemented to overcome them. The results show that the FCL delivery process involves several steps, starting from the issuance of shipping documents, administrative inspection, and coordination with port authorities, to the actual transfer of containers to the CY. Furthermore, obstacles were found in the form of administrative delays, limited loading and unloading equipment, and coordination issues between the EMKL and the port operator. This research is expected to serve as a reference for EMKL companies and related institutions in improving the effectiveness of the FCL delivery process, thereby supporting the smooth flow of goods at the port and enhancing the efficiency of Indonesia's maritime logistics activities. The methods used in preparing this paper are field research and library research methods.

Abstract

This research focuses on identifying how PT. Pertamina Trans Kontinental Marine Dumai processes permits for loading dangerous goods in bulk liquids in the Dumai region. The process begins when the ship notifies the ship of the hazardous cargo to be loaded. Afterward, the operational team or external services department prepares application documents to be submitted to the authorized agency, namely the Dumai Harbormaster's Office. The application process requires payment of fees included in Non-Tax State Revenue (PNBP). As a national shipping company, PT. Pertamina Trans Kontinental Marine Dumai also emphasizes the importance of fostering good cooperation with relevant agencies. This action is taken as a strategic step to ensure the proper handling of dangerous goods. Complete documentation is crucial in this licensing process. Required documents include a permit application letter and a dangerous goods manifest. The completeness and accuracy of these documents are crucial for the smooth running of the permit application process, while ensuring that each stage complies with applicable regulations.

Abstract

This research aims to deeply analyze the process mechanism for the management and issuance of the National Pollution Prevention Certificate (SNPP) by PT. Multi Jaya Samudera Belawan at the Port Authority and Harbormaster’s Office (KSOP) Belawan. The SNPP is a crucial document that certifies a vessel’s compliance with technical and administrative requirements regulated by national laws and international conventions, specifically concerning the prevention of marine environmental pollution. The research methodology employed is a qualitative descriptive case study, focusing on direct observation of the procedural stages and interviews with relevant parties within the shipping agency and the KSOP institution. Data were collected through field observation during the fieldwork period and literature study relevant to ship certification procedures. The findings indicate that the SNPP issuance process involves a series of structured stages, beginning with the application submission, verification of supporting document completeness, followed by a physical vessel inspection by KSOP inspection officers to ensure that all pollution prevention installations and systems function according to the required standards. The final stage involves issuing the certificate once all requirements are met. Despite the established procedures, this study identified several key challenges, including: (1) Administrative Delays, which can interfere with the processing schedule; (2) Lack of Understanding among business actors regarding the latest detailed procedures, often resulting in incomplete documentation; and (3) Limited Technical Support, encompassing digital information systems or other supporting facilities. The optimization of SNPP issuance heavily relies on solid coordination between the shipping agency, ship’s crew, and the regulator (KSOP). The implications of these findings highlight the importance of regular dissemination and socialization of the latest regulations and procedures, as well as enhancing the efficiency of digital administration systems to minimize waiting times and ensure vessel compliance with marine pollution prevention standards.

Abstract

The purpose of writing this paper is to find out the Procedure for Handling the Arrival of the Mt. Bentley I Ship Loading Crude Palm Oil (CPO) at PT. Tarunacipta Kencana, Tarahan Branch, Lampung. The methods applied are library research and field research by describing the Procedure for Handling the Arrival of the Mt. Bentley I Ship Loading Crude Palm Oil (CPO) at PT. Tarunacipta Kencana, Tarahan Branch, Lampung. This paper explains the procedures for the arrival of the ship and the administration to the relevant agencies regarding the arrival of the ship and coordinating with the Shipper and owner regarding the smoothness of the ship in the arrival process and the loading process. In the process of the Arrival of the Mt. Bentley I Ship, Pt. Tarunacipta Kencana as an agent provides the best service to the Mt. Bentley I Ship such as fast and efficient PKKA management, providing updated information about the ship's berthing to the owner and charter. He also explained the obstacles encountered, including cargo not being ready by the shipper and cargo analysis results not yet being released by the customs and excise agency. He also explained what can be done to ensure the ship's loading process is unimpeded and its departure is not delayed.

Abstract

This study aims to analyze the mechanism for managing ship crew position mutations at the Class I Harbor Master and Port Authority (KSOP) Office in Dumai, conducted by PT. Samudera Sarana Karunia Dumai. As a shipping agency, PT. Samudera Sarana Karunia plays a vital role in ensuring the administrative legality of personnel changes on board. The research method employed is descriptive qualitative, utilizing data collection techniques such as field observations and library research by reviewing maritime regulations and human resource management theories. The results indicate that the mutation mechanism involves several stages: application submission, competency document verification, institutional approval, and the sign-on/sign-off process in the seafarer's discharge book. Despite established procedures, several obstacles were identified, including administrative delays, incomplete supporting documents, and a lack of understanding among crew members regarding the applicable mutation procedures. These issues lead to operational time inefficiencies for the vessel at the port. The study concludes that strengthening coordination between the agency and the crew, along with meticulous document validation, is essential to streamline the position mutation process and support the vessel's seaworthiness.

Abstract

Pelaksanaan proses kedatangan kapal MT. Esteem Energy di Pelabuhan Pulau Laut oleh PT. Maritime Network Indonesia Cabang Kota Baru merupakan kegiatan operasional yang memerlukan koordinasi dan perencanaan yang matang antara berbagai pihak terkait. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang mempengaruhi keberhasilan proses kedatangan kapal, meliputi ketepatan estimasi waktu kedatangan (Estimated Time of Arrival/ETA), efisiensi komunikasi dan koordinasi antar pihak, ketersediaan fasilitas dermaga, kepatuhan terhadap regulasi maritim, kondisi lingkungan perairan, serta profesionalisme awak dan agen kapal. Metode penelitian yang digunakan adalah metode penelitian lapangan (field research) melalui observasi langsung terhadap kegiatan operasional kedatangan kapal, serta metode penelitian pustaka (library research) dengan menelaah literatur dan regulasi terkait pelayaran dan kepelabuhanan. Hasil penelitian menunjukkan bahwa keberhasilan proses kedatangan kapal sangat ditentukan oleh sinergi antara faktor teknis, administratif, dan sumber daya manusia yang terlibat. Dengan pengelolaan yang terencana dan kepatuhan terhadap regulasi maritim, proses kedatangan kapal dapat berlangsung dengan aman, efisien, dan tepat waktu.
