The internalisation of responsibility among senior secondary students is a structural challenge in Indonesia's character education that formal rule-enforcement alone cannot resolve. This study aimed to develop and evaluate a guidance and counselling module grounded in the local wisdom of Tahu Tamanan, a traditional culinary artefact from Bondowoso, East Java, to strengthen responsibility among 10 Grade students. Methods: Using a Research and Development design with the ADDIE instructional model, the study was conducted at School X, Bondowoso, with seven purposively selected students. Results: Pre- and post-intervention scores showed a mean increase of 30.4 percentage points across four responsibility dimensions (personal, academic, social, and disciplinary), from 54.6% to 85.0%. Expert validation yielded an aggregate score of 82.3% (Highly Appropriate), while student responses reached 75.5% (Engaging). Discussion: These findings indicate that integrating local wisdom into guidance and counselling services has the potential to strengthen students' internalisation of responsibility through a culturally responsive approach
